CULTURE: A DRIVER OF ECONOMIC PROSPERITY

Following the government’s call for submissions in connection with the release of the Québec Audiovisual Strategy 2026–2031, AQTIS 514 IATSE submitted its recommendations to the Ministère des Finances. Prepared with the support of AppEco, the document presents clear and actionable solutions.

1. Permanently allocate 2% of Québec government spending to culture. Establish an annual budget target based on total government spending.
2. Use tax assistance for Québec productions to strengthen our cultural sovereignty: create here, retain rights here and reinvest here.
3. Maintain a competitive tax credit to attract more foreign productions that generate investment in Québec.
4. Diversify funding sources by drawing on international models and implementing reinvestment mechanisms inspired by the principle that “downstream finances upstream.”
5. Use tax credits as drivers of economic development, particularly in the regions. Reward spending, jobs and economic benefits generated in Québec.
