Preventive Leave Fund (PLF)

The Preventive Leave Fund (PLF) is a program established by AQTIS 514 IATSE, in collaboration with the Association québécoise de la production médiatique (AQPM), to provide financial support to pregnant technicians who can no longer perform their professional duties due to their pregnancy.
 
ELIGIBILITY CONDITIONS

To be eligible for the PLF, you must:

  • Have been hired under at least one (1) engagement contract governed by a collective agreement binding AQTIS 514 IATSE to a producer or a producers' association in the audiovisual production sector during the year preceding the application for support;

  • Have an average annual gross income of at least 15,500$, calculated over a two-year reference period;

  • Be 22 weeks pregnant;

  • Not be eligible for benefits from a public plan, such as the CNESST, or from the AQTIS 514 IATSE group insurance plan.

 

FINANCIAL ASSISTANCE AMOUNT

You are entitled to a weekly benefit calculated from an amount representing 75% of your gross insurable income with your insurer.

Benefits are paid every two weeks. AQTIS 514 IATSE must apply the applicable source deductions for provincial and federal taxes. The gross amount paid corresponds to 2.88% of your average annual gross income.

For example:

For an average annual gross insurable income of 60,000$, you will receive 1,474.66$ every two weeks.

Calculation: 60,000$ × 2.88% = 1,728$, minus source deductions of 253.34$.

The maximum annual gross income taken into account is the same as that of the Quebec Parental Insurance Plan (QPIP). In 2026, this cap is set at 103,000$.

 

FINANCIAL ASSISTANCE ELIGIBILITY PERIOD

Benefits are paid starting from the 22nd week of pregnancy. They end four weeks before the expected due date.

The final payment is made on a Saturday to align with the start of QPIP benefits, which begin the following Sunday.

 

IMPORTANT INFORMATION

AQTIS 514 IATSE will send you your provincial and federal tax slips no later than February 28 of the year following the year in which you received benefits.

You may be entitled to PLF compensation if you are not eligible for the CNESST or if the CNESST terminates your income replacement benefits.

In this scenario, the CNESST's decision must be contested, either with the organization itself or before the Tribunal administratif du travail (TAT).

If your contestation is subsequently successful and the CNESST pays you compensation, you must reimburse AQTIS 514 IATSE for the funds received from the PLF, up to the net amounts you received from the CNESST.
